8.1 (named "Blue"), the first major update to 8 and RT, was officially announced by on May 14, 2013.Following a presentation devoted to the update at Build Conference 2013, a public beta version of the update was relsed on June 26, 2013.

8.1 was relsed to OEM hardware partners on August 27, 2013, and relsed publicly as a free download through Store on October 17, 2013.Volume customers and subscribers to MSDN Plus and TechNet Plus were initially unable to obtain the RTM version upon its relse; a spokesperson stated that the change in policy was to allow to work with OEMs "to ensure a quality experience at eral availability."However, after criticism, reversed its decision and relsed the RTM build on MSDN and TechNet on September 9, 2013.

Unlike previous service packs, 8.1 can only be obtained as a free update through Store by users of retail or OEM versions of 8, 8 Pro, or RT, and it must be downloaded individually on every PC. Users of 8 Enterprise, volume users, and those who obtained 8 through MSDN cannot download 8.1 through Store; they must obtain new, 8.1-specific installation media and install or deploy 8.1 through the traditional installation process, as either an in-place upgrade or cln install. While ISO s can be obtained through various mns, they do not accept 8 product (however, the resulting installation can still be activated with a 8 product
